Miami Beach Planning Board Backs Bigger Raleigh Redevelopment in Latest Zoning Session
The Miami Beach Planning Board held its most recent regular meeting on July 7, 2026, at City Hall, taking up a slate of land-use applications before commissioners head into their traditional August recess. The board's decisions are advisory recommendations that head next to the City Commission for final action.
Board backs bigger Raleigh Miami Beach redevelopment
The headline item was Nahla Capital's request for comprehensive plan and land development code amendments to expand its long-stalled Raleigh Miami Beach redevelopment at 1751-1775 Collins Avenue. The board voted 5-1 to recommend approval of changes that would raise the site's floor area ratio from 2.0 to 2.5, adding more than 66,000 square feet and two additional floors to the project's residential tower — board member Scott Needleman cast the lone dissenting vote.
The revised plan for the historic Raleigh, Richmond, and South Seas hotel properties now calls for 52 luxury condominiums and fewer than 80 hotel rooms, bringing total square footage to roughly 332,000. Nahla, a New York-based private equity firm led by Genghis Hadi, acquired the three-acre oceanfront assemblage for $270 million last October after taking over from prior developer Michael Shvo, and has said the redevelopment will require on the order of $1 billion in investment. Because the board's recommendation increases density, the amendments still need City Commission approval before the project can move forward.
Conditional use permit review at 235 23rd Street
The board also held a public hearing on a request to revoke, modify, or add conditions to a previously issued conditional use permit for a neighborhood impact establishment with entertainment at 235 23rd Street, under the city's Resiliency Code provisions governing such uses. Hearings of this kind allow the board to reassess permits tied to nightlife and entertainment venues that may be generating neighborhood complaints or code issues.

Miami Beach's Planning Board, Design Review Board, and Historic Preservation Board all keep their own regular schedules, with the Planning Board's next regular meeting slated for September 8, 2026.
